My parents are over 65, recent immigrants (legal, permanent residents for ~2.5 yrs), and have no income. They live off their savings. My parents don’t want Medi-Cal (because of the strings attached) and would prefer to purchase health insurance until they are eligible for Medicare. Are they able to buy health insurance under Covered California? When health counselors learn my parents have no income, they immediately want to sign them up for Medi-Cal.
