The following is the schedule of agent commissions for new SHOP business effective January 1, 2014 and later.

  • 1st Year 6.5%
  • 2nd Year 6.2%
  • 3rd Year 5.9%
  • 4th Year 5.6%
  • 5th Year 5.3%
  • 6+ Years 5.0%


There is no one to contact. Covered CA is about as opaque an organization as any I have ever “seen”. You cannot find a schedule of future Board Meetings, addresses or phone numbers of anyone to contact. If you try calling the Media Relations phone number, they won’t give you any information unless you are a verified reporter for Radio, TV, or newspapers.

At the June board meeting, for example, the Board adopted regulations for compensating “Certified Enrollment Entities” — which specifically do not include any mention of agents, despite promises that agents would be eligible to receive $58 payments for new Medi-Cal enrollments.

There is little hope/help for us as agents when it comes to dealing with this and similar issues. It is disgusting whenever I read the “We’re patting ourselves on the back again” press releases, knowing what a poor job they are really doing.

Are you aware that SHOP has not yet paid broker commissions for business written this entire year? They have also advised they will not pay interest although my contract states .25% per day after the invoice date. Who can I contact at the State Department to get to the bottom of this? The answer is not Pinnacle, they are powerless.

Commission also declines as premium dollar volume increases per account. Each group is a separate account.

Small group premiums are paid by Covered California, not the individual companies. So to sell in the SHOP market, one needs only to be appointed by Covered California.

Yesterday’s press release by CDI may also apply to individual marketplace sales, eliminating the need for individual appointments, but this has not been confirmed. Until then, to be paid for individual sales through the Exchange, an agent must be appointed by the carrier.
