Can I Still Buy a Child-Only Plan?

Question: I live in Nevada and pay for health insurance for my 8 year-old who is living with my ex in California. Will I be able to buy Obamacare for my kid? Also can I get a subsidy?

Answer: Yes. You will still be able to buy child-only Covered California coverage for your child in California. She may be eligible for a subsidy depending on the income of the household of which she is a part.

How so? What is the criteria for the child’s eligibility for coverage in California? Is it that Medi-Cal has wider eligibility considerations for kids (and adults) than ACA and Covered California eligibility? But this child may not be Medi-Cal eligible.

In speaking with Covered California they tell me that eligibility for Covered California plans and tax subsidy is based upon household size as determined by tax filings and thus the listed dependents on the state/federal tax filing. In this case the dependent is under the child’s parent’s policy in Nevada, not California. Per Covered California this would make the child ineligible in California, but would be eligible in Nevada.

Did Covered California advise me incorrectly? And if so, what is the correct specific info, and how do you know?
