Change Carriers?

Question: Can people in the exchange change carriers at any time?

Answer: No. Once you are enrolled in a qualified health plan, you will only be able to make a carrier or plan change during the open enrollment period at the end of the year. There are exceptions caused by certain qualifying events.


So a small group can not downgrade their plan due to economic hardship if it’s not open enrollment like they can outside the Shop?

Also, can a small group leave the exchange whenever it wants to?

Yes, but group plans renew on a plan year basis (can be any month), not a calendar year as is the case with individual plans starting in 2014.

Is this also true for people that are in a small group policy in the exchange!
