Question: I was told in a Covered California webinar this past thursdays that agents would NOT be compensated in the individual exchange. Is this incorrect?

Answer: You misunderstood. Agents will not be compensated by Covered California for writing individual business in the Exchange. Instead they will be paid by issuing carrier for enrollments in the exchange as well as businesses placed outside the exchange.


Agents will be paid by the Covered CA SHOP for any small business group plans written inside the Exchange. Agents will be paid by the Covered CA contracted Carriers for any individual/family plans written inside the Exchange.

It is unclear whether Covered CA will facilitate Agent appointments. Can you post any updates on this?

I read a few comments regarding the commissions paid to agent, and am still not clear. Someone must know this answer!

Will commissions be paid on the full premium or after subsidy? If the premium is $1000 and they get a $700 subsidy, will the agents be paid on $1000 or $300?

It’s nice to know that the government recognizes the value of the agent and is going to compensate them fairly (on par with the private carriers). They need us to help bring clients to the Exchange.

No. We don’t know what the commissions will be yet. As for the certification process: it will begin with training (sometime in August) successful completion will lead to certification.

Do we know yet what the compensation levels will be in and out of the exchange? Also, I read on the Covered California site that agents will need to be certified to sell coverage through the exchange, do we know what that certification process is?

The carriers offering qualified health plans in Covered California will be selected in June 2013.

Thank you for answering quickly. Do you know when the individual exchange carriers will be announced and if Covered California will facilitate the contracts between the Agents and selected carriers?

Since agents will be compensated by the carriers in the individual exchange, they will have to be contracted by each carrier. The Covered California SHOP will compensate agents directly so it’s possible that you may not have to be contracted with each carrier. We’ll have to wait and see to be sure.

Will Agents need to be appointed by carriers to enroll individuals and businesses in the Exchange?
