The Covered California health insurance marketplace will offer a catastrophic health plan to California residents under-thirty years of age in 2014. Catastrophic refers bare-bones health insurance coverage with the emphasis on affordability. Low premiums are important to the young men and women who make up a disproportionate share of the California’s 7 million uninsured.
Covered California published a preliminary version of the Covered California Catastrophic Plan. The plan has a $6,350 deductible with no coinsurance until the deductible has been met. At that point, the plan pays 100% of covered expenses.
Catastrophic plans seem inferior, but that is relative. By that I mean, a young person who is healthy is probably going to buy something very different than somebody who is sick, and it is that notion of providing something probably very inferior to what an employer would buy, but exactly what the individual might need.
